Nielsen Audio-Voltair Debate Rages On. The industry is still aflutter with chatter – and quite a few blogs – over Tuesday’s Nielsen Audio webinar in which the ratings giant told clients its tests of Telos Alliance’s Voltair audio processor showed no conclusive evidence that the unit positively impacted the PPM unit’s ability to pick up the embedded codes in any way that could affect ratings. Although Nielsen did admit that in some circumstances, Voltair did give the watermark a boost that would allow the PPM to pick up more codes. Broadcasting consultant Randy Kabrich responded to that conclusion in a recent blog post in which he explained that – due to the U.S. system of Quarter Hour measurement – picking up some extra codes via Voltair which might have gone undetected without it, still would not increase ratings because the Media Rating Council testing done on PPM concluded the measurement system “hears” enough of the codes to get an accurate record of listening. The Voltair unit has only been in the field for less than a year and it appears there isn’t enough data, available publicly anyway, to produce sound conclusions about whether – or exactly how – the unit affects the audio and the PPM’s reception of it across all radio formats. Even Telos Alliance doesn’t seem to have all the answers about its product as Kabrich points out in today’s blog post that focuses on contrary opinions about whether certain music “encodes well” for PPM. Cumulus-Commissioned Study Indicates Radio Advertising Helped Drive Awareness of Amazon Prime Day. The Ipsos study commissioned by Cumulus Media/Westwood One analyzing how advertising drove awareness of the July 15 Amazon Prime Day was done to “understand how effective advertising and radio is to drive online purchases.” The study concluded that: 81% of Americans aware of Amazon Prime said they were exposed to some form of advertising for the event; one out of five Americans reported making a purchase during Amazon Prime Day because of advertising; three out of five Amazon Prime subscribers (18-49) exposed to advertising said they purchased something during Amazon Prime Day; and radio advertising was the most effective at converting awareness into Prime Day purchases when compared to TV and online. Of those exposed to radio ads, 52% made a purchase versus TV (39%) and online (48%). Cumulus and Westwood One chief marketing officer Pierre Bouvard comments, “Advertising put Amazon Prime Day on the map, and radio was the most effective at converting awareness into purchases. The greatest Amazon Prime Day purchases occurred among Millennials, households with children, and those with a full-time job — precisely the profile of the American radio listener.”
Dave Ramsey Show to Air on WRKO, Boston. The Dave Ramsey program will air in the evening daypart, immediately following the Howie Carr afternoon drive show on Entercom’s news/talk WRKO, Boston, effective July 27. Entercom Boston market manager Phil Zachary says, “After a long day reporting and talking about hard news, Dave’s show invites our listeners into the homes of America’s working class to hear their stories, struggles and triumphs. It’s radio ‘comfort food’ ideally suited to New England values.” This addition comes shortly after other changes to the station’s program lineup that include the move of former morning host Jeffrey Kuhner to the 12:00 noon to 3:00 pm slot and the addition of Kim Carrigan as host of the “Boston.com Morning Show.”
WTEM, Washington Inks Clinton Portis for Redskins Coverage. Washington Redskins great Clinton Portis is joining Red Zebra Broadcasting to serve as an analyst for the upcoming football season. Portis played seven seasons for the Redskins. WTEM “ESPN 980” says that in addition to joining afternoon show personalities Chris Cooley, Steve Czaban, and Al Galdi every Monday during the football season, Portis will also co-host a monthly one-hour show, Fridays during the season, where he’ll provide a detailed look at the Redskins performance. Portis comments, “I am so excited to finally be on the air covering the team I love. Chris Cooley was a great teammate and close friend and we promise to make it as memorable as we did during our playing career.”
Odds & Sods. After a Tweet from ESPN Radio’s Ryen Russillo, we now know that the 10-year ESPN personality will remain with the sports media giant. Russillo reports “I’m staying at ESPN” after his status with the company was being questioned. His former radio partner Scott Van Pelt recently leaving the radio gig for new roles in ESPN’s cable programming and other highly publicized cuts at the company had industry watchers wondering if Russillo would remain…..At Calvary-owned Pittsburgh news outlet KQV, Bruce Sakalik resigns from the station after 15 years — the last 10 as morning news anchor. He leaves radio for a position with Comcast.

The activities of the candidates for president in 2016, the state of the deal with Iran over its nuclear program; fallout over the two recent videos showing Planned Parenthood doctors haggling over the price for human tissue from abortions; the conversation about the immigration policy in the U.S. and the cases of sanctuary cities; the memorials to the Marines slain in the Chattanooga attacks and questions about the radicalization of shooter Mohammed Abdulazeez; the U.S. intelligence community’s assessment of the threat posed by ISIS; and scrutiny of the arrest and death of Sandra Bland were some of the most-talked-about stories on news/talk radio yesterday, according to ongoing research from TALKERS.
Jared Hart to Program WPHT, Philadelphia. CBS Radio Philadelphia announces Jared Hart is joining the company to program news/talk WPHT “Talk Radio 1210” beginning November 11. Hart is currently assistant program director and producer of the Ronn Owens program at Cumulus Media’s KGO, San Francisco. The move reunites Hart and WPHT morning drive host Chris Stigall who worked together at KCMO, Kansas City when Hart was Stigall’s producer. CBS Radio Philadelphia SVP and market manager Marc Rayfield states, “Jared is part of a new breed of aggressive talk radio programmers. We are thrilled to welcome him to WPHT.” Operations manager Andy Bloom adds, “It’s exciting to bring in somebody with Jared’s vast range of experiences. He’s going to be a terrific addition to the WPHT programming brain trust.”
John Pirkle Expands Talk Radio in Knoxville. The talk radio programming heard on WKVL, Knoxville is now also being heard on John Pirkle-owned FM signal WNFZ at 94.3 and the simulcast is being branded “KnoxTalkRadio.” The programming features the “Rude Awakening” morning show with Mike Howard and David “Shyne” Thompson and well as the local sports talk PM drive program “The Drive” with Russell Smith and Richard Daugherty. Syndicated shows include independently syndicated Dave Ramsey, Premiere Networks’ Glenn Beck, Sean Hannity and “Coast to Coast AM” plus WestwoodOne’s Herman Caine and Genesis Communications Network-distributed Alex Jones. In a one-sheet targeted to local advertisers, Pirkle and sales manager Chuck Borchard tout the strength of the two signals and reference their history building strong local brands such as WOKI-AM/FM and former market talker WNOX-FM.
CBS and Nielsen Cooperate on Cross-Platform Measurement Study. The two companies announce that they are working together in Nielsen’s first-ever trial to measure cross-media campaigns on local television and radio. The trial will focus on combining CBS local TV audience data with CBS Radio audience data to “build a foundation that measures unduplicated reach and time spent across both media. In addition, the trial will measure reach and frequency for campaigns that run on both local TV and radio. The test results will expand local media planning analytics and develop more robust inputs for marketing mix modeling. As this pilot test develops, Nielsen intends to open participation across a wider group of clients for the benefit of the industry.” CBS chief research officer David Poltrack says, “In today’s multi-platform advertising environment, it is not enough to set full campaign reach and frequency targets. The advertiser must distribute the exposure to their message over time – and in a manner that assures that each potential purchaser is exposed to that message in a consistent manner before each purchase occasion. With our strong combination of television and radio stations in major markets and the extension of these local stations over online and mobile platforms, CBS is uniquely positioned to provide advertisers with the combination of market penetration and controlled frequency distribution needed to optimize the return from their media investments in these markets. Armed with this new cross-platform, local market custom analysis, each advertiser will be able to use these powerful media to their full potential and both TV and radio stations nationwide will benefit.” The test will combine data from Nielsen’s Local People Meter panel with data from the newly acquired Nielsen Audio’s PPM panel to provide the cross-platform measurement. Results will be shared in late Q1 2014. Earlier this year, Nielsen announced the successful completion of a two-week technical trial with CBS aimed at capturing and measuring viewing of television content on mobile devices using Syncbak technology.
WSCR, Chicago Sports Talk Personality Dan McNeil Taking Time Away. The situation at CBS Radio’s sports talker WSCR was first tipped to us by Chicago media writer Robert Feder who reported that midday personality Dan McNeil let the station know on Monday that he would not be reporting for work due to what colleagues are saying are personal and family problems. McNeil – who works alongside Matt Spiegel on the program – has been out since then. Lawrence Holmes has been taking his place. Feder reports that Spiegel tweeted: “For the many asking, Mac is physically fine. And this is not a repeat of a prior event. He’ll update you when he wants to. Not my place.” Spiegel is referring to McNeil’s absence from the station in 2012 during which he underwent treatment for depression and substance abuse.
Talk Host Jim Lago Battles Sudden Hearing Loss. KKXT, Corpus Christi morning drive talk host Jim Lago is working with his doctors to treat a sudden loss of hearing that happened to him on October 16. Lago’s doctors are not sure what has caused the almost complete loss of hearing accompanied by a constant ringing sound he hears but as of today (10/31), Lago is wearing hearing aids and reports on the station’s website that everything sounds different and says, “First day of wearing hearing aids. Bionic Hearing, artificial ears not sure it’s all it’s cracked up to be.” Lago is still able to do his radio program but says when having a conversation he has to concentrate very hard on listening to the other person. Obviously, Lago is not the first talk show host to deal with hearing loss. Rush Limbaugh was diagnosed with an auto-immune disorder that took away his hearing several years ago. He received cochlear implants and wears hearing aids to this day.
Trip Savery Returns to Curtis Media to Head Up Raleigh-Durham Market. Prior to joining Greater Media’s Charlotte cluster to serve as VP and station manager at news/talk WBT-AM/FM and hot AC WLNK (including the Bob & Sheri Radio Network), Trip Savery was SVP and market manager of Curtis Media’s WQDR and WWMY in Raleigh. That was almost four years ago and now Savery comes back to Curtis to serve as EVP of Curtis Media Group and market manager for the Raleigh-Durham properties – including country WQDR, news/talk WPTF, rock WBBB, Spanish WYMY, and comedy WFNL – starting November 7. Savery says, “I am thrilled to return to my radio roots in Raleigh to work again with Don Curtis and my many friends at Curtis Media Group. At the same time I want to thank Peter Smyth and Rick Feinblatt for the tremendous opportunity they have provided me at Greater Media Charlotte over the past three and a half years.” Don Curtis adds, “Trip is one of North Carolina’s brightest, young broadcast executives. In addition to his recent experience of managing Charlotte’s top two stations, he has good knowledge of our company and its people.”
TuneIn Now Carries 100,000 Radio Stations. Digital audio content aggregator TuneIn announces it has surpassed the 100,000-station mark – what it calls “the most radio stations ever in one place.” In addition to the domestic stations available via TuneIn, the service has also been adding international content including live sports content from Germany’s Bundesliga soccer league as well as Korea’s MBC and France’s RFI. TuneIn boasts a reach of 40 million monthly active listeners, its app available in more than 50 vehicle models and on over 200 connected devices.
Protect Your Podcast Rights. “Freedom Feens’ co-host Michael W. Dean writes about the current legal issue facing all podcasters – the demand for money from podcasters by the holder of a patent inherent in the technology that podcasters use. Dean advises those concerned to check out and air a public service announcement designed to help support the Electronic Frontier Foundation’s fight against what it terms a “patent troll” in this case. As Dean says, podcasters including the likes of Adam Carolla have been served with demands for fees for using the patent-protected technology that allows podcasting to take place and applies to any and all current or future podcasters. KIRO-FM, Seattle’s Linda Thomas Hosts Social Media Seminar for Local Businesses. The 90-minute luncheon is called “Zero to Social in 90 Minutes” and “The Morning News on KIRO Radio 97.3 FM” co-host Linda Thomas is hosting the lunch presentation and panel discussion taking place on November 18. The station says it will teach local businesses how to grow in today’s ever-changing world of social media. The seminar will review the current social media landscape, best practices, tips and insight on quality content that drives attention and return-on-investment through social media. Thomas states, “Businesses of all sizes want to connect with customers through social media. Many businesses tend to hesitate because they don’t know where to begin with social media. This seminar will create a game plan. The program promises to represent a multitude of perspectives both pro and con the team’s name. He’s also seeking his next gig in affiliate relations and programming. Team president Ted Phillips tells the Chicago Tribune that they understand the HD radio penetration is not that high yet due to the relatively small number of radios in the market and they would have to consider if the cost of producing programming is worth it.

ObamaCare Rollout and Website Problems, NSA Spy Controversy, Benghazi Cover-up Allegations, Financial Markets Activity and World Series Among Top News/Talk Stories Yesterday (10/30). The effects of the rollout of ObamaCare and the hearings on Capitol Hill about the website problems; the NSA’s spying on world leaders; the allegations of cover-up by the Obama Administration over the Benghazi incident; activity in the world’s financial markets and the Red Sox-Cardinals World Series were some of the most-talked-about stories on news/talk radio yesterday, according to ongoing research from TALKERS.
Taking Care of Business: Fox News Radio’s Tom Sullivan. Thirty-three-year media pro Tom Sullivan is heard daily across the nation on Fox News Radio, seen daily on TV’s Fox Business Network, and still has an enormous presence in his “home” market of Sacramento on heritage signal KFBK. TALKERS managing editor and West Coast bureau chief Mike Kinosian digs into the mind of the broadcaster who may surprise some in the industry when he says, “I can do political ‘sound,’ without doing a show on just politics. If a presidential election campaign is going in full swing, of course we will talk about what the candidates did and said, but I do less politics than most other talk show hosts do. It is what many PDs say they want, but I honestly do not know why more talk radio talents are not taking my approach.” Sullivan says perceptions about talk radio in general and his show in particular can be changed to be appealing to different demographics. That’s why he gives preference to young women callers. He states, “If women hear other women on a show, they will think it is a show for them. When a young person hears another young person on the show, they will think it is a show for them. It’s Official: Yankees Move to WFAN-AM/FM, New York Next Season. Though the reported terms — $15 million per season over 10 years – is not indicated in the press release from the New York Yankees, the fact that the Bronx Bombers will be heard on both WFAN-AM and WFAN-FM for the foreseeable future is a fact. It also lays to rest any speculation that CBS Radio would try to keep the Mets and air one team’s games on one station and the other’s game on the other. As Yankees general partner Hal Steinbrenner notes, the huge 660 AM signal will be good for the team, “We are extremely excited to have reached an agreement with CBS Radio. The paramount consideration was how our fans would best be able to hear our games. Having the Yankees on WFAN-AM/FM provides listeners in the New York metropolitan area and beyond with superior broadcast quality and vast territorial signal strength.” As part of the deal, CBS Radio has acquired Spanish-language Yankees broadcasts rights on a multi-year basis.
Bill Crawford Resigns from TRN COO Post. As the reorganization of Talk Radio Network continues, chief operating officer Bill Crawford submits his resignation to CEO Mark Masters and the board. Stating that he understands the nature of the immediate tasks that face the Talk Radio Network companies and that decisions must be implemented quickly with board approval and without delay, Crawford leaves his positions as board member and corporate officer immediately.
‘America Weekend’ Adds Rob Carson to Saturday Broadcasts. Envision Radio Networks’ “America Weekend” nationally syndicated live news/talk weekend program announces radio personality and comedy writer Rob Carson becomes part of the program hosting the Saturday 12:00 noon to 3:00 pm portion of the program starting Saturday, September 14. Carson joins veteran broadcasters Paul Harris and Turi Ryder along with Chief Stormcaster John Wetherbee for what the network is billing “the next generation of weekend talk” — designed to maintain revenues from ‘old school’ brokered programming while giving listeners fast-paced live content each weekend. Washington, DC-based Carson has worked at Cumulus Media’s hot AC WRQX where he was a high-profile afternoon personality. He’s also appeared on news/talk WMAL, Washington; WIBC, Indianapolis; KMOX, St. Louis, and has served as a comedic contributor to hundreds of hosts across America including Rush Limbaugh. Carson states, “I’m thrilled to be a part of ‘America Weekend.’ Weekend talk radio needs to be more of a destination covering the headlines and relevant events talk radio leaves on Friday afternoon and picks up Monday morning.” Program executive producer and creator Kipper McGee adds, “Rob’s insights, quick wit and comedic skills will be a great addition to the ‘America Weekend’ family. With Paul, Turi and now Rob, we are well on our way to defining profitable weekend talk radio.”
Odds & Sods. Fox News personality Brian Kilmeade did a special broadcast on his Fox News Radio program “Kilmeade & Friends” today at 11:00 am ET. Kilmeade’s show aired a simulcast with London radio host Iain Dale of LBC Radio. The two discussed Syria and fielded questions from both UK and US callers…..WINS, New York news anchor Brian Carey was attacked Monday night by a homeless man he had befriended. The New York Daily News reports Carey suffered broken bones in his jaw and eye socket but that he is recovering and expects to return to work soon. The man, still being sought by police, may have taken Carey’s cell phone and wallet…..CBS Radio puts its New York TV and sports radio outlets together for a special program before this evening’s Jets-Patriots game. CBS 2 and WFAN-AM/FM will present “Rivalry Renewed,” a live one-hour pregame show on CBS 2 that will air prior to the station’s local broadcast of the game. It will be hosted by CBS 2 sports anchor Otis Livingston in Foxboro, Massachusetts, as well as WFAN morning show hosts Boomer Esiason and Craig Carton (pictured at right), who will join CBS 2 sports anchor Steve Overmyer in the CBS 2 studio in New York…..ESPN Radio kicks off its “College GameDay” tour this Saturday, September 14 in College Station, Texas, for the highly anticipated SEC matchup of the two-time defending national champion Alabama, ranked #1 in the country, against Heisman Trophy winner Johnny Manziel and #6 Texas A&M. Coverage from College Station on ESPN Radio begins at 12:00 noon ET with hosts Ryen Russillo, Trevor Matich and Brad Edwards…..New Jersey Broadcasters Association president and CEO Paul S. Rotella, Esq., starts his sixth year as the association’s chief executive. Rotella says, “I still feel the enthusiasm and excitement of my first day on the job. Syria Chemical Weapons Deal, Iran Threats, ObamaCare Implementation, 9/11 Anniversary, and Weiner Loses NYC Primary Among Top News/Talk Stories Yesterday (9/11). The Syria chemical weapons issue and the U.S. case for military action; threats to the U.S. and the West from Iran; the implementation of the Affordable Care Act; the anniversary of the terrorist attacks of 9/11; and former congressman Anthony Weiner’s loss in the New York City mayoral primary were some of the most-talked-about stories on news/talk radio yesterday.
Entercom’s Sports WEEI Splits AM and FM Signals Today. The AM and FM signals of Entercom’s Boston-based sports talk radio giant WEEI split earlier this morning with the Boston FM signal at 93.7 continuing the local talk with the established lineup of Dennis & Callahan, Mut & Merloni, “The Big Show” with Glenn Ordway and Michael Holley, and “Planet Mikey” with Mike Adams. The AM signal at 850 is now “ESPN on WEEI” and features the lineup of ESPN Radio sports talk shows beginning with “Mike & Mike in the Morning,” “The Herd with Colin Cowherd,” SVP & Russillo, “ESPN Today,” Hill & Schlereth or play-by-play, “SportsCenter Tonight,” and “SportsCenter All Night.” Mike Greenberg and Mike Golic are broadcasting from Gillette Stadium this morning to celebrate their arrival in the Boston market. ESPN senior vice president, production business divisions Traug Keller states, “We’re pleased to team with Boston’s preeminent sports radio outlet and one of the nation’s best radio broadcasting companies in Entercom to bring the number one national network into New England. This move, coupled with the existing presence of ESPNBoston.com, provides Boston’s passionate fans the best of ESPN’s national and local coverage and analysis.”
Cox Media Group to Debut Georgia News Service in January. The multi-media service will be based out of Cox Media Group’s WSB, Atlanta studio and bring together the assets of WSB, the Atlanta-Journal Constitution and ABC TV affiliate WSB-TV to produce news content. Scott Smith – market manager for Cox Media in Athens, Georgia – is being charged with heading the operation. Cox Media Atlanta vice president and general manager Ben Reed says, “The Cox name has long been synonymous with excellent news coverage throughout the state of Georgia. This gives us the opportunity to bring our experience and assets together in order to provide a high-quality news service to outlets across the state of Georgia. We believe the Georgia News Service will very quickly become an invaluable audio, visual, and digital resource for news outlets across the state. We look forward to providing them with the high-caliber news coverage that has become a Cox tradition.” Clear Channel has been operating the Georgia News Network out of former news/talk WGST’s studios but is closing down the bureau.
ESPN Radio Extends Contract of Ryen Russillo; Changes Name of Afternoon Show to ‘SVP & Russillo.’ Ryen Russillo has been the co-host of the 1:00 pm to 4:00 pm ET Scott Van Pelt show on ESPN Radio since May of 2009. Now, the sports entertainment giant extends Russillo’s deal and, to give him more visibility, changes the name of the show from “The Scott Van Pelt Show” to “SVP & Russillo.” He says, “Over the last three years ‘The Scott Van Pelt Show’ has been my number one priority, and I couldn’t be happier that, for the next few years, it will remain my priority. I believe in the direction of this show and am really looking forward to where we are going.” In addition to his co-hosting duties with Van Pelt, Russillo also hosts the 12:00 noon to 7:00 pm ET edition of College GameDay during the football season.
Dave Ramsey Goes West. Nationally syndicated talk radio sensation Dave Ramsey was in Phoenix and Fresno this week for two live events. First, Ramsey presented his brand new, intimate “Living a Legacy Live Event” in Fresno for the benefit of the audience and affiliate KMJ-FM. Ramsey discussed how to win with money, strengthen marriages and lead your children with confidence. His daughter, Rachel Cruze, joined Ramsey on stage. Peak Broadcasting’s KMJ-FM saw the direct benefits of the live event for their audience and their station. WIP-AM/FM, Philadelphia’s Angelo Cataldi Donates to Heart Association. Making good on his pre-season pledge to donate $10 to the American Heart Association of Southeastern Pennsylvania in honor of Richie Ashburn Memorial Homeruns for Hearts for each home run hit by the Phillies this season, WIP morning drive host Angelo Cataldi is pictured here writing the ceremonial check for $1,580 dollars matching the Phillies’ 158 homers. The Homeruns for Hearts event was designed to give ordinary citizens the chance to live out their major league dreams. It made its debut in 1997, after the sudden passing of Hall of Famer Richie Ashburn, who succumbed to heart disease. In addition, the event also honors longtime Phillies announcer Harry Kalas, who also died of heart disease in 2009.
Stitcher Launches Podcast and On Demand Radio Awards. The web aggregator Stitcher has announced the launch of the Stitcher Awards, to celebrate the best of on demand radio and podcasts for 2012. Listeners can nominate their favorite shows across 20 different categories – from Best Comedy to Best New Show. Stitcher now has over 10,000 different shows streaming on demand. Nominations will be open until October 19th. Rick Kaplan Joins NAB as EVP, Strategic Planning. The National Association of Broadcasters announces that former top FCC staffer Rick Kaplan has been hired as executive vice president, Strategic Planning. In this newly created position that will deal primarily with television, Kaplan will lead NAB’s efforts related to spectrum and innovation policy. His first day is Oct. 22. “We are delighted to announce the hiring of Rick Kaplan, whose credibility and integrity are well-recognized both at the Commission and in telecom circles in Washington,” says NAB president/CEO Gordon Smith. “His expertise on spectrum issues will benefit broadcasters greatly as we work with policymakers to ensure a robust local television business for decades to come.”
Odds & Sods. Mixed martial arts is a big draw for the young male demo and “UFC on FX” has been good to the Fox-owned cable channel. Fox Sports Radio Network has been simulcasting “UFC on FX” and continues with tonight’s “UFC on FX: Browne vs. Bigfoot” live from the Target Center in Minneapolis. After the fights, mixed martial arts expert Larry Pepe hosts a Fox Sports Radio wrap-up show with interviews and call-ins from 7 pm to 10 pm PT…..Talk host Tom Donahue announces he’s ending his daily live internet talk show due to financial considerations but will continue with various multi-media projects including his new YouTube channel, podcasts and blog. Donahue says he remains available for guest hosting and for guest interviews…..Dave Raymond and Brett Dolan are out as the radio play-by-play announcers for Houston Astros baseball. The club announces it is beginning the search for their replacements immediately. Clear Channel’s KTRH, Houston is the club’s flagship station.
NJBA Comments Incorporated into Federal Legislation. Pro-radio crusader Paul S. Rotella, president/CEO of the New Jersey Broadcasters Association, reports positive progress in his organization’s efforts to influence the interests of the radio industry in government circles. The House of Representatives recently passed the FEMA Reauthorization Act of 2011 (H.R. 2903), which authorizes the Integrated Public Alert and Warning System (IPAWS) and makes improvements to the system including language that broadcasters requested in several key areas: 1. The bill creates an IPAWS Advisory Committee to ensure that the various federal agencies that have a part in the governance of the IPAWS are conducting an ongoing dialogue with message disseminators. (Broadcasters will be represented on the IPAWS advisory committee); and 2. The bill establishes a comprehensive and periodic training program to instruct and educate Federal, State, Tribal, and local government officials in the use of the Common Alerting Protocol enabled Emergency Alert System. Importantly, the bill requires that this training be integrated into the National Incident Management System, which is the Department of Homeland Security’s emergency management doctrine used across the United States to coordinate emergency preparedness and incident management and response. By incorporating the NJBA’s comments regarding EAS training into the National Incident Management System, state and local emergency managers will have to participate in EAS training in order to receive federal homeland security grant funding. The bill now heads to the Senate, which has been considering its own IPAWS bill.
14.8 Million More Americans Watched the Presidential Debate. According to a report from TVbytheNumbers, the first presidential debate of the 2012 campaign on Wednesday evening saw a big spike in the number of people who tuned in compared to the first debate in 2008 between Barack Obama and John McCain. Then, 52.4 million Americans tuned in. On Wednesday, 67.2 million people watched the debate on one of the 12 networks that carried it. Of the big three networks that carried it, ABC grabbed the most viewers with 11.2 million.

The build-up to the first presidential debate and the post-debate analysis was the most-talked-about story on news/talk radio during the week and landed atop the Talkers TenTM. The investigation of the Libya consulate attack that claimed the life of Ambassador Christopher Stevens and others was #2. At #3 was the controversy over President Obama’s 2007 speech before a black audience in which he questions why the largely African-American victims of Hurricane Katrina didn’t receive the same assistance as victims of other disasters.
